The most common over-buy: purchasing E3 for all staff when the majority are Business Standard users. E3 costs roughly 2.5× Business Standard. For a 50-person company, that difference is ₱60,000–75,000 per month — ₱720,000–₱900,000 per year — for features most users never open.
How to Identify Unused Licenses
The Microsoft 365 Admin Center has the data you need — most IT managers simply have not looked at it systematically.
Step 1 — Licensed vs active users report
Go to Admin Center → Reports → Usage → Microsoft 365 active users. This report shows, for each licensed user, which services they have actually used in the last 30 and 90 days. A user with an E3 license who has never opened any Office app beyond Outlook is a candidate for downgrade.
Step 2 — Last sign-in date
Go to Admin Center → Users → Active users, export to CSV, and sort by last sign-in. Any user with no sign-in in 90+ days is a ghost license candidate — former staff whose accounts were disabled but licenses not reclaimed, or contractors who left.
Step 3 — Per-service usage
The usage reports break down Teams, Exchange, OneDrive, SharePoint, and Office app usage separately. A user who only uses Exchange and Teams and never touches SharePoint or the desktop Office apps does not need Business Standard or E3 — Business Basic covers their actual usage.
