Microsoft 365's enterprise tiers — E3 and E5 — are positioned above Business Premium (which covers most Philippine SMEs up to 300 users). E3 and E5 are for larger organisations or those with specific security, compliance, and analytics requirements that the Business Premium tier does not address.

The pricing gap in the Philippine market (through Microsoft authorised resellers) is approximately:

  • Gap: approximately USD $21/user/month

What E3 Includes (vs Business Premium)

Microsoft 365 E3 is broadly similar to Business Premium in productivity and identity capabilities but extends to unlimited user scale (Business Premium caps at 300 users) and adds:

Beyond Business Premium:

  • Azure Information Protection Plan 1 (Business Premium includes this; E3 does too)
  • Microsoft Information Governance — additional retention policy capabilities
  • eDiscovery — legal hold and content search across Exchange, SharePoint, Teams
  • Audit logging — standard audit log (90 days)

  • Communication Compliance: monitor Teams, Exchange, and Viva Engage communications for policy violations, regulatory compliance, and inappropriate content — required for financial services firms regulated by BSP and SEC
  • Insider Risk Management: detect anomalous data movement by insiders — large file downloads, unusual printing, USB transfers — using machine learning behavioural analytics
  • eDiscovery Premium: advanced legal hold, intelligent review, and export for litigation support
  • Advanced Audit: 1-year audit log retention (extended to 10 years with add-on), more detailed audit event capture for high-value operations

Philippine relevance: Communication Compliance and Insider Risk Management are directly relevant to Philippine financial institutions, BPO firms handling sensitive client data, and organisations with regulatory obligations around data handling.

Advanced Analytics

Microsoft 365 E5 includes Power BI Pro (E3 requires separate Power BI Pro licence at USD $10/user/month).

Viva Insights advanced analytics — aggregate workforce analytics (meeting patterns, after-hours work, collaboration networks) for HR and organisational effectiveness measurement.

Copilot for Microsoft 365 — Note: as of 2026, Microsoft 365 Copilot is an add-on for all tiers (USD $30/user/month) rather than included in E5.

Audio Conferencing and Phone System

E5 includes:

  • Audio Conferencing: dial-in numbers for Teams meetings — participants without internet can join via phone

E3 vs E5 Decision Framework for Philippine Organisations

Choose E3 if:

  • You are a Philippine SME over 300 users that has outgrown Business Premium
  • Your primary need is productivity (M365 apps, Teams, Exchange, SharePoint) without advanced security
  • You do not have a dedicated security operations function
  • You are not regulated by BSP, SEC, or NPC at a level requiring Communication Compliance or Insider Risk Management
  • You will add security capabilities selectively as add-ons (Defender for Endpoint, Entra ID P2) rather than the full E5 bundle

Choose E5 if:

  • You are a BPO firm with contractual requirements around data handling, communication monitoring, or insider risk management
  • You have a security operations team that will use Defender XDR's advanced hunting and investigation capabilities
  • You need Teams Phone (Cloud PBX) and are replacing your PBX — the phone system cost partially offsets E5 premium
  • You need Power BI Pro for 50+ users — the standalone licence cost approaches the E5 premium

Rather than upgrading all users to E5, Philippine organisations can deploy E3 with targeted add-ons for users who need specific capabilities:
