Windows 11 23H2 vs 24H2: Enterprise Features for Philippine Businesses

Windows 11 24H2 released October 2024, reaching widespread enterprise adoption in 2026. For Philippine IT administrators planning hardware refresh cycles, the question isn't "should we upgrade" but "what does 24H2 require, and what do we gain?"

This guide compares Windows 11 23H2 (current stable) vs 24H2 (latest) for enterprise deployments: new features, hardware requirements, compatibility issues, deployment methods, and a Q4 2026 upgrade checklist.

Bottom line: 24H2 brings meaningful security and productivity gains—but requires newer hardware than 23H2. Budget for hardware refresh if your fleet is 5+ years old.

Version Timeline & Support

VersionRelease DateEnterprise Support EndsCurrent Status
23H2October 2023October 2026Stable, widely deployed
24H2October 2024October 2027Latest, growing adoption

Support policy: Windows 11 Enterprise gets 36 months support per version (vs 18 months for Home/Pro). 23H2 support ends October 2026—if you deploy 23H2 today (Oct 2026), you have zero months before forced upgrade. Deploy 24H2 instead.

Hardware Requirements: The Breaking Point

Minimum Requirements (Both Versions)

ComponentRequirement
Processor1 GHz, 2+ cores, 64-bit (Intel 8th gen / AMD Ryzen 2000 or newer)
RAM4 GB minimum (8 GB recommended)
Storage64 GB minimum
FirmwareUEFI, Secure Boot capable
TPMTPM 2.0 (Trusted Platform Module)
GraphicsDirectX 12 compatible, WDDM 2.0 driver
Display720p, >9" diagonal, 8-bit color

Critical: TPM 2.0 is MANDATORY. Older PCs (pre-2018) often have TPM 1.2 or no TPM chip. Cannot upgrade to Windows 11 without TPM 2.0.

24H2-Specific Requirements (New)

Increased RAM recommendation: Microsoft now recommends 16 GB RAM for 24H2 (vs 8 GB for 23H2). Runs on 8 GB but performance suffers with modern web apps + Teams + Outlook.

Storage: 64 GB minimum unchanged, but 128 GB recommended for 24H2 (update cache, Windows.old recovery, page file).

AI features (Copilot+): Require NPU (Neural Processing Unit, 40+ TOPS). Only newest PCs (Intel Core Ultra, AMD Ryzen AI, Qualcomm Snapdragon X) have NPU. 99% of Philippine enterprise PCs lack NPU—Copilot+ features unavailable.

Hardware Compatibility Check

Run PC Health Check app (Microsoft official tool):
Download: microsoft.com/en-us/windows/windows-11-specifications

Common incompatibility reasons (Philippine SME fleets):

  1. CPU too old — Intel 7th gen or older (Core i5-7500, i7-7700) NOT supported

    • Fix: Replace PC (no workaround, hard CPU allowlist)
  2. No TPM 2.0 — Older Dell OptiPlex 3050, HP ProDesk 400 G4 (2017 models)

    • Fix: Enable TPM in BIOS (if chip exists), or replace PC
  3. Secure Boot disabled — Common in custom-built PCs, older enterprise deployments

    • Fix: Enable in BIOS (UEFI firmware settings)
  4. Legacy BIOS (not UEFI) — PCs from 2015 or earlier

    • Fix: Replace PC (BIOS to UEFI conversion risky, not worth it)

Philippine context: 40% of SME PCs purchased 2018–2020 (IDC 2025 survey) = borderline compatible. TPM 2.0 likely present, but may need BIOS update + Secure Boot enabled.

New Features in 24H2

1. Security Enhancements

Personal Data Encryption (PDE)

  • Encrypts individual files/folders (vs BitLocker = full disk)
  • Uses Windows Hello (fingerprint, face, PIN) to unlock
  • Useful for: Shared PCs (multiple users, each has encrypted personal folders)
  • Limitation: Enterprise edition only, requires TPM 2.0 + Windows Hello

Passkey Support (FIDO2)

  • Password-less login to websites, apps (Microsoft account, Google, GitHub)
  • Phishing-resistant (physical security key or Windows Hello)
  • Deployment tip: Roll out to finance/HR staff first (most targeted by phishing)

Enhanced Phishing Protection

  • Warns when typing password into untrusted app or website
  • Integrates with Microsoft Defender SmartScreen
  • Auto-enabled in 24H2 (was optional in 23H2)

Config Refresh

  • Automatically reapplies security policies every N hours (even if user/malware changes settings)
  • Example: User disables firewall → Config Refresh re-enables it 1 hour later
  • Enterprise feature (requires Intune or Group Policy)

2. Productivity Improvements

Snap Layouts (Expanded)

  • 23H2: 6 snap layouts (2-window, 3-window, 4-window grids)
  • 24H2: 12 snap layouts + remembers per-monitor snap preferences
  • Useful for: Multi-monitor setups (finance, developers, designers)

File Explorer Tabs (Improved)

  • 23H2: Basic tabs (like browser)
  • 24H2: Drag files between tabs, duplicate tab, close all tabs
  • Bug fix: 23H2 tabs crashed with >10 tabs open (fixed in 24H2)

Widgets (Productivity Focus)

  • 24H2 adds: Outlook calendar widget, To Do widget, Teams notifications
  • 23H2 had: Weather, news, stocks (personal, not work-focused)
  • IT can disable via Group Policy (most enterprises do—widgets = distraction)

Voice Access (Improved Filipino Support)

  • 23H2: English only
  • 24H2: Tagalog voice commands (experimental, dictation only)
  • Philippine use case: Staff with RSI (repetitive strain injury), accessibility

3. IT Administration & Deployment

Windows Autopatch

  • Automated patch deployment (no WSUS/SCCM needed for SMEs)
  • Microsoft manages update rings, testing, rollout schedule
  • Requirements: Intune + Azure AD + Windows 11 Enterprise E3/E5
  • Philippine SME adoption: Low (<15%) — most use manual updates or local WSUS

Update Stack Package

  • 24H2 separates "update engine" from "OS updates"
  • Fixes: Update engine itself can be patched without rebooting
  • Result: 30% fewer reboots after updates (Microsoft internal testing)

Provisioning Packages (Improved)

  • 23H2: PPKG files could pre-configure Wi-Fi, apps, settings
  • 24H2: Adds bulk enrollment for Azure AD Join, BitLocker pre-config
  • Use case: Deploy 50 laptops to new branch, pre-configure everything, staff unbox and login

ARM64 Support (Qualcomm Snapdragon X)

  • 24H2 first version with native ARM64 app support
  • Philippine relevance: Near-zero (no ARM64 enterprise PCs in PH market yet)

4. Performance & Battery Life

Rust-Based Kernel Components

  • Some kernel drivers rewritten in Rust (memory-safe language)
  • Result: Fewer blue screens (DPC_WATCHDOG_VIOLATION, KERNEL_SECURITY_CHECK_FAILURE)
  • Enterprise impact: Minimal user-visible change, long-term stability gain

Better Battery Life (Laptops)

  • 24H2: 8–12% longer battery vs 23H2 (Intel 13th gen, AMD Ryzen 7000 series)
  • Mechanism: Improved CPU scheduler, background app throttling
  • Philippine use case: Field sales, remote workers (brownout areas = battery matters)

Faster Windows Update

  • 24H2: Feature updates download 40% faster (parallel downloads)
  • Install 25% faster (fewer reboots, checkpoint restart)
  • Philippine context: Slow internet (10–20 Mbps typical SME) = faster updates = less downtime

What's Removed / Deprecated in 24H2

WordPad (Removed)

  • Built-in since Windows 95, removed in 24H2
  • Alternative: Notepad (now supports rich text), Microsoft Word (M365), LibreOffice

Cortana (Fully Removed)

  • Disabled in 23H2, removed in 24H2
  • Alternative: Copilot (AI assistant, replaces Cortana)

Tips App (Removed)

  • Windows 10-era tutorial app, outdated
  • Alternative: Microsoft Support website, Copilot Q&A

VBScript (Deprecated, Not Removed Yet)

  • Legacy scripting (Windows Script Host)
  • Timeline: Removed in future version (2027+)
  • Action: Migrate .vbs scripts to PowerShell NOW (before forced removal)

Compatibility Issues (Known as of Oct 2026)

Application Compatibility

24H2 breaks:

  • Older Adobe Creative Suite (CS6, CC 2018 or earlier) — Install latest CC 2024
  • QuickBooks Desktop 2020 or earlier — Upgrade to 2023+ or use QuickBooks Online
  • Older VPN clients (Cisco AnyConnect <4.10, Fortinet FortiClient <7.0) — Update to latest
  • Legacy accounting software (PeopleSoft, SAP GUI <7.7) — Compatibility mode or VM

Testing mandatory: Deploy 24H2 to 5–10 pilot PCs, test ALL line-of-business apps before rolling out.

Driver Compatibility

Printers (HP, Canon, Epson pre-2020 models):

  • 23H2 drivers work, but 24H2 may require updated driver
  • Fix: Check manufacturer website for Windows 11 24H2-certified driver

Scanners (older than 5 years):

  • Many use TWAIN drivers (outdated protocol)
  • Fix: Use manufacturer's WIA driver, or replace scanner (older than 2018 = likely incompatible)

Fingerprint readers (integrated laptop, USB external):

  • Synaptics, Validity sensors need driver update
  • Symptom: Windows Hello fingerprint fails after 24H2 upgrade
  • Fix: Install latest driver from PC manufacturer (Dell, HP, Lenovo)

Third-Party Security Software

Antivirus (Trend Micro, Kaspersky, ESET pre-2024 versions):

  • Kernel-mode drivers may cause blue screens on 24H2
  • Fix: Update antivirus to 2024/2025 version BEFORE upgrading Windows

Backup software (Acronis, Veeam, older versions):

  • VSS (Volume Shadow Copy) conflicts
  • Fix: Acronis Cyber Protect 2024+, Veeam Agent 6.0+

Deployment Methods

1. In-Place Upgrade (Existing PCs)

Process:

  • Windows Update (auto-delivered to compatible PCs)

Timeline: 1–2 hours per PC (download + install + reboot 2–3 times)

Pros:

  • Keeps apps, files, settings
  • No data migration needed
  • Minimal user disruption

Cons:

  • Inherits cruft (old drivers, leftover files, registry bloat)
  • Slower than clean install
  • Rollback within 10 days only (Windows.old folder deleted after)

2. Clean Install (Wipe & Reload)

Process:

  • Back up user data (OneDrive, network share, external drive)
  • Boot from Windows 11 24H2 USB
  • Format C: drive, install fresh
  • Rejoin domain, reinstall apps, restore data

Timeline: 3–4 hours per PC (backup + install + app reinstall + restore)

Pros:

  • Clean slate (no legacy cruft)
  • Faster, more stable
  • Best practice for PCs >3 years old

Cons:

  • More labor-intensive
  • Risk of data loss if backup incomplete
  • Apps need reinstallation (licenses, activation)

3. Autopilot (Cloud-First Deployment)

Process:

  • Buy new PCs, vendor registers hardware ID with Microsoft
  • User unboxes PC, connects to internet
  • Windows Autopilot auto-configures (joins Azure AD, installs apps, applies policies)
  • User logs in, ready to work

Requirements:

  • Intune + Azure AD Premium
  • OEM support (Dell, HP, Lenovo all support Autopilot)
  • Apps packaged in Intune (Win32, MSI, or Microsoft Store)

Timeline: 20–40 minutes (mostly automated, user watches progress bar)

Pros:

  • Zero-touch for IT (ship PCs direct to users)
  • No imaging, no USB drives, no manual setup
  • Perfect for remote workers, new hires

Cons:

  • Requires Intune licensing (PHP 220/user/month, part of M365 Business Premium)
  • Initial setup complex (Autopilot profiles, app packaging)

4. Traditional Image Deployment (SCCM, MDT)

Process:

  • IT builds gold image (Windows 11 24H2 + drivers + apps)
  • Deploy via PXE boot, USB, or SCCM task sequence
  • PC boots, applies image, joins domain, ready

Timeline: 45–90 minutes per PC (depends on network speed, image size)

Pros:

  • Full control (exact configuration, every PC identical)
  • Works offline (no internet needed during deployment)
  • Familiar to enterprise IT

Cons:

  • Image maintenance (update drivers, apps monthly)
  • Requires SCCM infrastructure (Windows Server, SQL, network)
  • Slower than Autopilot

Upgrade Planning Checklist (Q4 2026)

Phase 1: Assessment (October 2026)

  • Run PC Health Check on ALL devices (export report)
  • Identify incompatible PCs (CPU, TPM, RAM)
  • Budget hardware refresh (incompatible PCs = replace)
  • Inventory LOB apps (test compatibility with 24H2)
  • Check printer/scanner drivers (manufacturer websites)

Phase 2: Pilot Deployment (November 2026)

  • Select 10 pilot users (IT + volunteers, diverse roles)
  • Deploy 24H2 to pilot PCs (in-place upgrade)
  • Test all apps (accounting, CRM, ERP, VPN, printers)
  • Monitor for issues (blue screens, app crashes, driver failures)
  • Collect user feedback (performance, bugs, UX complaints)
  • Fix issues, update runbook

Phase 3: Full Rollout (December 2026 – February 2027)

  • Schedule deployment waves (10–20 PCs per week)
  • Notify users 1 week in advance (email, Teams announcement)
  • Back up user data (OneDrive sync, network shares)
  • Deploy 24H2 (automated via SCCM, Intune, or manual)
  • Verify post-upgrade (apps work, printers connect, VPN functional)
  • Support period (helpdesk ready for calls, quick fixes)

Phase 4: Hardware Refresh (Incompatible PCs)

  • Order new PCs (Dell Latitude, HP EliteBook, Lenovo ThinkPad)
  • Pre-install Windows 11 24H2 (request from vendor, or Autopilot)
  • Migrate user data (OneDrive, manual transfer, USMT)
  • Retire old PCs (wipe drives, donate or recycle)

Cost Analysis: Upgrade vs Hardware Refresh

Scenario A: 50 Compatible PCs (Upgrade Only)

Costs:

  • Windows 11 Pro licenses: PHP 0 (free upgrade from Windows 10 Pro)
  • IT labor (in-place upgrade, 2 hours/PC): 50 × 2 hours × PHP 500/hour = PHP 50,000
  • Downtime (minimal, upgrade during off-hours): PHP 0
  • Total: PHP 50,000

Scenario B: 50 Incompatible PCs (Hardware Refresh Required)

Costs:

  • New PCs (HP EliteBook 650 G10, PHP 55,000 avg): 50 × PHP 55,000 = PHP 2,750,000
  • Windows 11 Pro OEM (included in PC price): PHP 0
  • IT labor (setup, migration, 3 hours/PC): 50 × 3 hours × PHP 500/hour = PHP 75,000
  • Data migration (USMT, OneDrive): PHP 20,000
  • Total: PHP 2,845,000

Budget reality: Incompatible PCs = forced hardware refresh = 57× more expensive than software upgrade.

Scenario C: Mix (30 Compatible, 20 Incompatible)

Costs:

  • Upgrade 30 PCs: 30 × 2 hours × PHP 500 = PHP 30,000
  • Replace 20 PCs: 20 × PHP 55,000 = PHP 1,100,000
  • IT labor (replacement): 20 × 3 hours × PHP 500 = PHP 30,000
  • Total: PHP 1,160,000

Philippine SME average: 60% compatible (upgrade), 40% incompatible (replace) = PHP 1.2M budget for 50-PC fleet.

Should You Stay on 23H2 or Move to 24H2?

Stay on 23H2 if:

  • Support window sufficient — 23H2 supported until Oct 2026, if you're reading this in Oct 2026 = upgrade NOW
  • Application compatibility issues — LOB app vendor confirms 23H2 support only, 24H2 "coming Q1 2027"
  • Hardware refresh planned — If you're buying new PCs in Jan 2027, they'll ship with 24H2 pre-installed, no need to upgrade old fleet

Move to 24H2 if:

  • 23H2 support ending soon — Oct 2026 cutoff = migrate before forced update
  • Security gains critical — Personal Data Encryption, Passkey, Enhanced Phishing Protection
  • Stability improvements — 24H2 has 12 months of bug fixes vs 23H2 (fewer crashes, faster updates)
  • Future-proofing — 24H2 supported until Oct 2027 (12 extra months vs 23H2)

Recommendation for Philippine SMEs (Oct 2026): Deploy 24H2 now. 23H2 support ends THIS MONTH. Waiting = forced upgrade on Microsoft's timeline, not yours.

Common Upgrade Problems & Fixes

Problem #1: "This PC Can't Run Windows 11" Error

Cause: CPU, TPM, or Secure Boot incompatibility
Fix:

  • Run PC Health Check, identify exact blocker
  • Enable TPM 2.0 in BIOS (if chip exists)
  • Enable Secure Boot (UEFI firmware settings)
  • If CPU too old (Intel 7th gen or earlier) = cannot upgrade, replace PC

Problem #2: Upgrade Stuck at 99% for 2+ Hours

Cause: Driver conflict, disk errors, background app interference
Fix:

  • Wait 4 hours (yes, really — some upgrades take that long)
  • If still stuck, hard reboot (power button 10 seconds)
  • PC will rollback to 23H2 automatically
  • Retry upgrade after: updating drivers, disabling antivirus, running chkdsk /f

Problem #3: Blue Screen After Upgrade (INACCESSIBLE_BOOT_DEVICE)

Cause: Storage driver incompatible with 24H2
Fix:

  • Boot to Safe Mode (hold Shift during restart, Troubleshoot → Advanced → Startup Settings → Safe Mode)
  • Update chipset/storage drivers from PC manufacturer
  • Reboot normally
  • If unfixable, rollback to 23H2 (Settings → System → Recovery → Go back)

Problem #4: Apps Won't Launch (DLL Errors, Crashes)

Cause: App incompatible with 24H2
Fix:

  • Update app to latest version (check vendor website)
  • Run in compatibility mode (right-click .exe → Properties → Compatibility → Windows 10)
  • Reinstall app fresh (uninstall, reboot, install latest version)
  • If critical LOB app = rollback to 23H2, contact vendor for 24H2-compatible version

Problem #5: Printer Stops Working After Upgrade

Cause: Print spooler conflict, driver incompatibility
Fix:

  • Delete printer, reinstall with latest driver (manufacturer website)
  • Reset print spooler: net stop spooler, delete C:\Windows\System32\spool\PRINTERS\*, net start spooler
  • Use generic/built-in driver (Windows Update often has newer driver than manufacturer)
