Enterprise AI procurement is no longer a pilot-project decision. Philippine companies are now committing real budgets to AI platforms — and the two options that come up most consistently are Claude (Anthropic) and ChatGPT Enterprise (OpenAI). Both are credible, production-grade platforms. The right choice depends on your use case, your existing cloud infrastructure, your compliance posture, and how you plan to integrate AI into your workflows.

This guide compares both platforms on the dimensions that matter for Philippine enterprise buyers: data privacy, pricing, capability, and deployment.


Data Privacy and Residency

This is the first question Philippine IT managers and legal teams ask — and it is the right one to ask first.

Both platforms offer enterprise agreements where your data is not used to train their models. This is a hard requirement for any serious enterprise deployment and both providers deliver it under their enterprise tiers.

Philippine Data Privacy Act (RA 10173) implications:

Both platforms process data in US-based infrastructure. For Philippine businesses handling personal data of Philippine citizens, this constitutes a cross-border data transfer under NPC guidelines. Key requirements:

  • Ensure your data sharing agreement with the vendor covers the NPC's requirements for international data transfers
  • Do not process special categories of personal data (health records, financial data, government IDs) through either platform without a formal Data Processing Agreement and explicit consent from data subjects
  • Your Privacy Notice should disclose that AI processing tools are used and where data is sent

Neither platform operates a Philippine or ASEAN data centre. If data residency within the Philippines is a hard regulatory requirement (certain BSP-regulated entities, government contractors), neither platform currently satisfies it natively — you would need to evaluate on-premise or private cloud deployments instead.
